A Community Benefits Agreement (CBA) is a formal, community-led proposal that outlines specific investments and protections local residents want to see when major developments come to their neighborhoods.
People for Polk has worked with Super Neighborhood 64&88 to draft the CBA below. This draft calls for $250 million in infrastructure, mobility, and engagement improvements tied to the planned $2 billion expansion of the George R. Brown Convention Center. This proposal aims to ensure that nearby communities—especially to the northeast, east, and southeast—receive tangible, lasting benefits. It’s rooted in data, shaped by lived experience, and open to negotiation as we work toward a shared vision for equitable growth.
